Study On Inter - Government Transfer Payment System Reform In China

Transfer-payment system of government is an important part of the financial system in tax sharing system Within our country, each local province and region differed a lot in natural recourses and economic development .The transfer-payment of government system can narrow the gap in public servicing given by the local governments among the different provinces and regions. In studying the transfer-payment system of other countries ,we can make it more scientific,more reasonable and more standardized .As for the most developed countries they all formed a standardized system at transfer-payment .through which the money can be deployed among the different ranks of the government normally reasonably, scientifically ,standerly and thus it can exclude the unstable element in this system as less as it can. Only after the establishing of such a system of transfer payment, can the upper government be able to ensure the local area develop steadily and balanced.The key line of this paper is 1. expound the basic theory of the Transfer-payment system of government.
