In the past 25 years, China has made a great progress in antipoverty. For a large cardinal number in poverty population, China still holds the second big share of all the poor group in the world, being only inferior to India. Therefore, poverty change in China still makes great effects to the global poverty change. In recent ten years, with a high speed of economic development, the speed of antipoverty is dropping. For income inequality being growth, relative poverty problem is on the schedule. At the same time, absolutely poverty problem hasn't been resolved in some areas in China. Based on determining a reasonable poverty line, how to formulate the appropriate antipoverty policy, and enhance income level of the poverty group become the significant economic and social problems day by day.The goal of this paper is to research a pattern of economic development which is good for poor group. Based on determining the poverty line, this paper establishes a model which contains the economic development and income distribute influences. Analysis of income distribute in rural area, it provides the theory base and evidence support to resolve poverty problem and constitute antipoverty policy.First, this paper elaborates the domestic and foreign experts' viewpoint on the relationship of economic development and antipoverty; Then, the paper determines the notion and criterion of pro-poor growth which is good for poor group, makes a determinant on pro-poor growth with rural data, establishes a pro-poor growth decomposition model in Shapley analysis, and goes deep into a research on the influence factor of pro-poor growth; Finally, the paper draw the conclusion that target antipoverty policy should be stressed, and give advice to the policy. Hoping the research of this paper can provide an illumination at the choice of antipoverty policy in China.
