From 1994,China started reform of the tax system since the central to local governments actively promote, decentralization constantly adjust the local and central authorities of the financial relationship. China's reform of the tax system for the overall development with a huge influence, and promoting economic development, but at the same time, has also led to social variable quality of the supply of public goods, as a product of public higher education, and its development is also facing serious imbalance.This paper is mainly to address the problem of China's current financial system, as well as the separation of powers the development of higher education as a major object of study, the imbalance in China's higher education around the status of comparative analysis, and policy recommendations to put forward to improve the current unbalanced situation. The following key elements:1, briefly explain our system of separation of powers at this stage of financial products and the supply of public status.2, the development of China's higher education was analyzed. China's higher education in the reform of the tax system, all of the parties have a considerable development, but due to various factors, China's developed areas and the development of higher education in backward areas of extreme imbalance of China's educational, economic, political, and other aspects have had a negative impact.3, the reasons for the imbalance on higher education was summed up, causing imbalance in the supply of higher education comes mainly from local financial reasons for the differences, this is leading to the development of higher education places at the root of imbalances addition, the separation of powers under the transfer payment vacancy, and the extent of China's financial decentralization, the central financial control is weak also contributed to the development of higher education throughout one of the reasons for the imbalance. 4, on the higher education imbalances brought about by the negative role. Because higher education itself is public goods, it has spillover of the characteristics of the backward areas of higher education will return to the developed areas overflow, the development of higher education will be even more apparent polarization of the population structure will also be changed, developed cities population will be more crowded, the loss of a lot of talent, will lead to more uneven regional economic development, educational development imbalances, the polarization of economic construction, and building a harmonious society in China runs counter to the goal.5, United States, Japan, the extent of the popularization of higher education has reached the world leading level, through learning their lessons, thus improving the financial system of China's higher education, and healthy development of China's higher education goals.6, the development of higher education in view of the status quo, put forward policy proposals in the tax system by improving our systems, and actively learn from the advanced countries in the development of higher education experience, and promote development of the western region development, and to a harmonious development of China's higher education and cultural undertakings.Promote financial reform and decentralization, it is imperative to promote the healthy development of higher education. By adjusting the decentralized system and the transfer payment system, proper separation of powers, balanced regional economic development, and increase western investment in education, promote the development of regional economic development.
