With the rapid development of industrialization, countries especially the developed countries seek for more energy. It is unlucky that petrol and natural gas, which are the main industry energy, are unequally distributed and not renewable. As a result, the world is faced with a tension of energy supply and a threat of energy security.With poor energy reserve, the European Union, that is the main energy consumer and energy importer in the world, seriously rely on import energy. With its rich energy reserve and good geographic position to Europe, Russia becomes the main energy provider of the European Union. Most EU member states rely on the import energy from Russia. At the same time, the EU member states are also the main market of the Russian energy products. The energy cooperation is an important part of the EU-Russia relationship and is significant for both EU and Russia.After the cold war, Russia begins to intensify the role of the energy in its external relations. When Russia intensifies its energy diplomacy, the energy security of the EU is in a threat because that Russia is the main energy provider of the European Union. The need of a common EU energy policy to Russia is realized by more and more EU member countries. The existence of the different national interests of the EU member states in this issue is the main reason that there is not a clear common energy policy to Russia now.With the establishment of the EU internal common energy market and the efforts of the EU member states,EU will have a clear understanding and definition of the EU-Russia relations. Until that time, it is possible for the EU member states to coordinate their positions and form a clear energy policy to Russia.
