The paper puts emphasis on the evaluation of water resource's sustainable utilization in irrigation distracts, and evaluates the water resource's sustainable utilization of BinChuan county in YunNan province.On the basis of referred to a great deal of literature and information and using the technical route combined with investigation analysis, theoretic study, model simulation,and application of real examples, this paper come from the practice in BinChuan irrigation distracts . First of all, the paper reviews the domestic and foreign research status of the evaluation about water resource sustainable utilization. The paper's content and significance were confirmed. Then, analyzed the natural conditions, the status of water resource's utilization , existent major problems and studied the balance analysis of water supply with irrigation requirements in irrigation distracts.According to the special conditions of the BinChuan irrigation distracts, the evaluation indexes system of water resource sustainable utilization is established. The system includes object hierarchy, rule hierarchy, realm hierarchy and index hierarchy, and these indexes were explained in the paper. Synthetical method is adopted to determine the weight of each judgment index, the rating criterion of each basic index is classified, the sustainable capacity of each basic index is classified into the lowest lever, lower lever, medium level, better level and the best lever. Fuzzy synthetic judgment model is chose as the evaluation model. With the forecasting data (2010,2015, 2020 year), the water resource sustainable utilization in irrigation distracts is evaluated insuccession.In this paper, the data are dealt with Matlab which has better calculation, so, the sustainable ability dependence and the trend of each index is obtained. The result is: The sustainable capacity of the water resource complex system is between with lower and medium stage.Though the research on the evaluation of water resource's sustainable utilization in irrigation distracts, the quantitative evaluation of water resource's sustainable utilization in irrigation distracts is obtained. At the same time, we may not only know the development ability of regional water resource system but also know the corresponding ability of water system and society system, economy system and environment system.
