China Insurance Security Fund Management Organizational Structure Is Discussed

The insurance guaranty fund system is an arrangement to protect the policy-holders'benefit and to keep the insurance market stable for a country or an area. This system is very important for the insurance market of a country or an area. The establishment of the insurance guaranty fund system is significative for our country. It means that the government will not have to save the bankrupt insurance company by state finance. And it transforms the recessive state credit directly into the insurance market institution of credit. The system promotes the profession autonomy, reduces the rescue outlay cost of the public entity and cannot be substituted on the aspect of the consumer benefit protection. So we should establish a perfect management system to assure the use of the fund safe and reasonable.The Chinese Insurance Regulatory Commission issued Rules on Administration of Insurance Guaranty Funds at the end of 2004 and performed the rules on January 5th, 2005. But the management organization structure of the insurance guaranty fund at the present is not identified with the scholastic and the industry field after the issue of the rules. There are some disadvantages in this structure, which we must amend.This paper researches and discusses on this problem thoroughly and I hope that I could design an efficient and reasonable management organization structure which will be suit with our country condition.Chapter One first briefly introduces some definitions, including the definition of insurance guaranty fund, the content of management, the principal parts of the management and the relationship during the parts.Chapter Two introduces the design theory of management organization structure, including the principle of the design and the form of the management organization structure. Specially, the article introduces the design theory of nonprofit organization structure, which is very useable to design the management organization structure of the insurance guaranty fund.Chapter Three researches the status of the insurance guaranty fund in our country and points out some disadvantages of the organization structure. Then the article introduces the organization structure of insurance guaranty fund in American, U.K. and Japan.Chapter Four designs a management organization structure of our country insurance guaranty fund. During the process of designing, I consider the present and future condition of our country, so the new structure will perform very well in our country.
