Through past twenty years, the private enterprises developed quickly and achieved huge success. These private enterprises already have been one of the primary motivates to economical development. The restrictions of external environment to the human resource management of private enterprises have been decreased, and enterprises' management ideas and routes have been highly enhanced. However, the internal human resource management, which restricts the development of private enterprises, hasn't been essentially improved. The influences of the property rights and management structure to human resource investment and management of private enterprises have already become the most important factor that restricts economic development of private enterprises. Especially, lack of criterion and appropriateness exist in salary administration. The poor salary administration ideas and standard are hardly access the demands of further development of enterprises. In this paper, the salary administration condition, existed problems and causes in the food merchandise private enterprise—H Inc in Guizhou Province were analyzed using the salary administration theory, and with reference of recurrent related international and domestic theories and practical experiences. This company's situation is high density of labor using, simply production techniques, poor technique, low standard requirements for employees. Suggestions, countermeasure, and improving methods were provided in this paper. We also try to study the theories for enhancing salary administration of private enterprises in Guizhou Province.
