In globalization, the importance of cities and fierce competition among cities show the importance of sustainable development. Scholars at home and abroad have made widespread and deep research into it. With urbanization and fierce competition among cities, image--building of the city's brand is the key to developing the city. Liu Panshui (a city in Guizhou province) is rich in coal, which makes people take advantage of exploiting the resource of coal to make money. The people of Liu Panshui take pride in coal exploitation. However, coal can't be regenerated; therefore we haven't to consider the future development of Liu Panshui. From the angle of the current situation of Liu Panshui, the essay covers the inner and outer environment of the city's brand and the city's development, furthermore, the essay primarily discusses the strategy orientation of the city's brand. With the western development and the building of economic zone in the west of Guizhou province, the factors are vital to the sustainable development of Liu Panshui and the research into "Cool City in China" the city's brand orientation. The factors are as follows: First, whether can the people of Liu Panshui grasp the opportunity to develop. Second, how do they follow the development law of resources. Third, how do they integrate resources and industrial structure.
