Chinese medicine has a long history in our country. As the expanding of international communicate, it broadcasted to many counties all over the world. Chinese medicine has also developed well in northeast Asia, Japan and Korea. Even the restrict is severest in America and Europe, they also relax the control of Chinese medicine. Now most of Japanese advantages of natural medicine are capital, scientific research, techniques and marketing. Our obvious advantages are only in natural material planting, machining, and simply distilling area. So we take the disadvantageous position in the international division of labor.By analyzing the Chinese medicine international cooperation environment and the development, holding the gap of development in Jilin province Chinese medicine industry and deep-seated constraints, this paper has sought the actual mode of Chinese medicine international economic and technical cooperation in Jilin province and countermeasures. Faced with grim situation in international competition, the difficulties of Chinese medicine survival and development, regional economic cooperation and integrated development, and the actual situation of different culture transfer and understanding, the Chinese medicine should strengthen the economic and technical cooperation in order to seek greater room.This paper discusses the strategy which should be used in the process of Northeast Asia international economic and technical cooperation from the government and enterprise area. It puts the points on how to encourage and strengthen and puts forward which strategy should Jilin take. It also puts forward the objects of overall strategy and different strategy. This paper integrates the current and long-term plan from the province actual condition.
