Nowadays many leading commercial banks have been operating worldwide due to the globalization. They deal with multi-million dollar transactions through local branches or subsidiaries. So, in order to strengthen the stability of financial system, the cross-border banking supervision should be developed.The thesis illustrated relevant definitions and theories concerning the cross-border banking supervision. After that, the thesis evaluated the Basle concordat and agreements on financial services from WTO. The thesis then concluded that the cross-border banking supervision is quite limited on the global level.After examined the banking supervision on the global level, the thesis studied the cross-border banking supervision in European Union (EU), which has established an effective cross-border supervision structure recently. The thesis adopted related EU integration theories and found plausible explanation to the success of the cross-border banking supervision in EU: the integration of political power can be considered as a way of promoting cross-border banking supervision.Finally, the thesis discussed the challenge facing the EU banking supervisors under current global financial crisis, and the possibility of reforming the EU cross-banking supervision structure. |
