The reform of state-owned enterprises for more than 20 years, having experienced a series of reform measures such as delegating powers and benefits, contracted operation, equity swap, the corporate system, the corporate governance structure, etc., is still facing severe situation. Reforming state-owned enterprises still exists difficulties, such as the transform of role, the operator "officials", corporate reorganization, losses of state-owned enterprises, and loss of state assets, some public issues in the high price. we need the involvement of the government in the reform of state-owned enterprises to solve those problems. It has been proved that changing the government function role is the key to success in the reform of state-owned enterprise. It is tightly linked that the government functions role and the state-owned enterprise reform because the core of conversing the government role is to separate the function between government and enterprise, the purpose is to build a service-oriented government, while state-owned enterprise reform is a necessary condition to achieve the separation of government and enterprise. In this paper, from the research in the reform of state-owned enterprises, we analyze the government acts in the course of the reform of state-owned enterprises, and try to construct a new service government.In this paper, we use a comparative analysis ,systems theory and empirical research and integrating standardized method, stress that the holistic, systematic and forward-looking of the government role, study the role of the Chinese government on remodeling from the macro level and micro enterprise reform. At the same time, through the analysis of the state-owned enterprises reform process, expositing different modes of several governments manage enterprises, we emphasize that Chinese system basis decides the role position of Chinese government is different from western countries, and needs to completely abandon the adverse inertia of the previous government controlling enterprises. China's new positioning of the role of government should be integrated with practice and owns its distinct characteristics. In this paper, in addition to the preamble and the conclusion, the text includes the following three chapters content.The first chapter outlines the functions and drawbacks of the government in the conditions of the planned economy, discusses the connotation of the planned economy, the formation background of state-owned enterprises, the behavior patterns of state-owned enterprises, the traditional economic system change the system of government, the characteristics of the relations between government and enterprises. In Chapter II, at first we analyze the background of state-owned enterprise reform, recall state-owned enterprise reform and its evolvement before the Third Plenum of the 14th CPC Central Committee. It is necessary that the Government promote the reform of state-owned enterprises. The government's participation in reforming state-owned enterprises have a dual role. We point out the reform of the political system lags of the state-owned enterprise reform, define the functions of the government role limited to the border targeted. Subsequently, describes the process of reform of state-owned enterprises in the two different ideas of reform, and clarity the right Chinese economic system and the course of state-owned enterprise reform, state-owned enterprise reform trends are analyzed. Chapter III focuses on the Government role re-position in the reform of state-owned enterprises, outlined the relations between government and enterprises in the United States, Germany, Japan and other countries, the role of the Chinese government's new positioning standpoint and principles, the target mode that Chinese government role re-positions in relations between government and enterprises. According to the requirements of the Administrative Law building a service-oriented relations between government and enterprises, the Chinese Government role in the current reform of the state-owned enterprise is positioned and discussed.
