Social Health Insurance System Is Fair

The social medical issuance is the key part of the whole social security system, which has become a powerful means to guarantee the construction of socialist harmonious society. Keeping at the same pace with reform of national medical insurance system, Qingdao has also established a complete systematic framework, and ranks among the top of the whole country at social security coverage. However, due to short implementation time of basic medical insurance system in Qingdao, there are newly-upcoming problems for reform of medical insurance. This thesis makes study into the justice of medical insurance, aiming to present the achievements on reform of medical insurance system in Qingdao and provide certain references on the reform of national medical insurance system.The distribution of social medial insurance should meet the basic demand based on principle of equality. The equality is to guarantee all social members has the same opportunity for medical insurance. If there are losses on health and finance due to diseases, the insured has the equality to obtain medical service and enjoy economic compensation. Every country around the world pays great attention on the equality assessment of medical insurance, and China has made much more detailed assessment on the equality. The medical insurance system in Qingdao is ranking at the top from each aspect: the basic medical insurance system covering the cities and towns has been established; high rate of enlisting insurance; strong direction on means of guarantee; rather fair at distribution of medial resources. However, some problems are still existing: the basic medical insurance could not meet needs of all people, there is some difficulty in collecting fees, some enterprises with poor profit and flexible employees are reluctant to pay for medical insurance at their own will. To solve the above problems, the medical insurance system in Qingdao should make good use of multiple-leveled medical security, and establish the medical security system for all people step by step, to put the equality of medical insurance into full play.
