It makes intact of the theoretical frame of Industry Investment Funds through positive and negative analysis.And then, great importance is attached to an empirical study of founding and development of Bohai Industry Investment Funds as well as its existing problems so that the basic laws can be found out, on which the necessity and feasibility of Qingdao pilot funds is based.Last but not least, it will sum up the overall idea, principles, management mode, retreating mechanism of setting up Industry Investment Funds in Qingdao from operational aspect. The author will put forward effective way of retreating fund from the angles of industry market and capital market with the hope of providing some reference for setting up Industry Investment Funds in Qingdao as soon as possible.The authors proposed that with the maturity of china main board market and the development of second board market, it is appropriate time for Qingdao to develop Industry Investment Funds. In the short term, Qingdao should focus on the development of close-end Industry Investment Funds, and turn to develop open-end Industry Investment Funds in the long term. The Funds should be operated professionally and market-oriented to ensure a good start and rapid development.
