Along with the progress of science technology and productivity, the expansion of the international trade and rise of transnational corporations, processing trade has becoming an important manner of participating international divisions of labor and plays more and more significant role in making full use of nation's comparative advantage, improving the industrial updating and expanding the exportation. Especially the developing countries can develop the economy more continuous, fast and healthy by the way of processing trade. Since open and reform of China, processing trade, as an important strategy of open, developed fast. But the level of development of processing trade in different regions exist great difference. In order to coordinate development between Eastern and Western Region and support central and Western Region to undertake the industry transfer, the State Council approved policies that improve gradient transfer of processing trade and drive central and western region to develop an opening economy. First, we should persist in the principles, emphasize continuous development, highlight the advantageous specific industry and promote industrial updating. Second, we should select the processing industries strictly which unify the local industries. Based on the background, this paper inquires into the feasibility whether processing trade could lead to the economic development.This paper bases on the gradient transfer of processing trade.
