AT the end of 2001, when people was still immersed in the joy of accession to the WTO, Citigroup in the Shandong road 1 has some movement ,in the near future, the Citibank branch in Puxi is established. Citigroup is only an example of many foreign banks entering into China as China's accession to the WTO, foreign investment which enter into Chinese financial markets continue to speed up. The financial circles of China has opened to the outside overall by the end of 2006.The Chinese financial market will be a part of global financial system to a great degree. It is true to take the drastic competition for the financial institutions home and abroad. Whether state-owned commercial banks could withstand the challenge caused by China joining WTO is a widely concerned issue. Compared with foreign-owned banks and joint stock banks, in the foreign trade field, the state-owned banks have some certain weakness, but they also have some obvious strength. State-owned banks are facing some serious threats, but are also facing some good opportunities, and are qualified to compete with foreign-owned banks and joint-stock banks. In order to follow the tide of history, Chinese commercial banks especially state-owned banks speed up the reformation. As a result of its advantages of low costs and high income As an important part of underline business, the international settlements can bring higher profits and serve the high-quality customers better. It is an efficient way to strengthen the cooperation with the international companies and consolidate the important relationships with customers, which can drive the development of other businesses in the banks. In the future, the one that can have a bigger share of the market in the international business will be at an advantage in the competition.In this paper, qualitative and quantitative research methods are used, by the use of relevant theories and practical information on International Settlements, conduct comprehensive analysis International Settlements of the state-owned Bank. This paper is divided into five parts in the structure, the first part is the introduction, to introduce the research background, significance and research methods in the thesis. The second part is to introduce the concept of International Settlements, analyze the history and trends of the development, and introduce the status and role of Bank in international Settlements. The third part is the state-owned banks on their own strengths what the current joint-stock banks and foreign banks cannot match and disadvantages, as well as China's opportunities and challenges faced after China joining the WTO, conduct a detailed analysis. Pointing out that the opportunities outweigh the challenges, it is concluded by the attitude of the state-owned bank that whether it is the opportunity or the challenge. The fourth part is focused on an analysis of the characteristics of the state-owned banks competitors. Including the advantage of foreign banks and its strategy to enter.
