| The oil security is the core of energy security, which is the important foundation of the national economic security. The degree of dependence on the foreign oil has been increased greatly since 1993. Urgently, faced with the drastically competitive and complicated international oil market,China has a big challenge on how to solve the problem of oil security. This issue includes the number and the oil prices on the requirements, as well as follow-up protection for it. To achieve the goals, not only should pay attention to the domestic situation, but also integrated with the international changes. It's necessary to stand in a global perspective to solve this problem.The theoretical framework of the whole text has been laid down in the first part. First of all, the meaning of oil security has been analyzed, from both domestic and international point of view, and three levels (adequate acquire, economic and security aspects), which in a total of nine. Then, the extension of oil security has been talked, namely security analysis of the impact of oil politics, economy, military and other factors. We arrive at a conclusion that oil security is directly related to national economic security, occupying a prominent position in the national economic security strategy, after analyzing the affecting mechanism of oil on economy, the closely industry interrelation on the national economy and the inevitable price-conduction.The second part tells about the status quo of the issue through the domestic and foreign point of view, which has the nine areas defined by the data and international comparison chart. At home: China's natural endowment of oil is weak, and the capacity of the production support is not high; the domestic oil pricing mechanism is undergoing a change from planning to marketing, looking forward to further improving; the serious shortage of oil futures and the country oil reserves makes the issue even weaker. Internationally, China's oil import is highly concentrate; transport security is poor and our voice is small in the international oil market. All in all, China's oil security in the state is very unoptimistic.The third part carries out a comprehensive analysis of the main reasons for the status quo. Firstly, economic development and the extensive economic growth mode have been engendered the rigidity needs on oil, making the oil inadequate. Secondly, the domestic oil pricing mechanism can't been reflected true supply-demand. We have neither sufficient competition nor the pricing experience and risk aversion in price. Thirdly, we haven't a sound protecting system.The fourth part goes on the countermeasure. From the point of view in supply and demand, we need strengthen our supply capacity and use oil more economically. In the economic point of view, we must make better use of both the market and the government to establish oil futures and actively respond to fluctuations in international oil prices. From security perspective, we'd better speed up to establish our strategic reserves at home and strengthen the protection and transportation of oil diplomacy in the world. |
