Human capital theory develops rapidly from the formation of it,which makes the concept of human capital and human capital investment penetrated into public feeling.Although the proposal of human capital theory has solved many problems in economics,there exist many controversies in the relationship between it and Marx's labor merchandise theory.On the one hand,there is no doubt that the latter theory contains a wealth of human capital ideas and there needs further researches;on the other hand,the former theory supplements and improves the latter one.Therefore,it is possible and necessary to compare the two theories scientifically.Then,human capital theory will get a reasonable explanation in the labor merchandise theory frame,which provides a theoretical support that human capital theory plays a guiding role to promote national economic and social development.As a emerging seaside city,Rizhao should increase human resource investment to improve human capital stock and then further enhance competitiveness and the development potential of the city.The article draws the conclusion that human capital theory is the further development of Marx's labor merchandise theory and attempt to correct the traditional view on the relationship between the two theories,taking the comparison between labor merchandise and human capital theory as a breakthrough point by the methods of systematic analysis,comparative analysis,integrating theory with practice and the method of data analysis.Besides,this study analyzes the present situation of human capital investment in Rizhao,putting forward some suggestions and countermeasures.
