| The unexpected financial crisis gives a heavy blow to the global economy.The enterprises especially the medium and small-sized enterprises are in the face of unprecedented pressure.Human resource management plays an important role for SMEs in coping with this financial crisis,however,the small size and capital weakness of the SMEs confines the development of SMEs' human resource management.Establishing a sustainable human resource management system,which fits the SMEs,is very important for them in the financial crisis.The thesis basing on the resource on hand and the research result of the predecessors, multidirectionally analyzes the basic overview of the SMEs' human resource management in China in the financial crisis and reveals the problems in SMEs' human resource management.The problems in the SMEs' human resource management include:(l) having vague idea of human talents;(2) have weakness in the strategic development and have no plan in human resource;(3) have no reasonable staff structure and clear job responsibility; (4) inadequate human resource management system and force in enterprises' culture construction(5) random recruitment process and low recruitment efficiency;(6) neglecting the training and exploration of the staff and have no ability to make further advances for the employees;(7) disjoint of enterprises' development strategy and performance management;(8) lacking the effective competitive mechanism,having no reasonable salary system and motivational pattern.In a word,the SMEs in Dongguan have not established and consummated the strategic human resource management system.This thesis explores the principle of SMEs in Dongguan to establish strategic human resource management system and the way of constructing the strategic human resource management system in details.It also points out the problems in the process of constructing.The thesis takes the XX company as example.After illustrating the strength, weakness,opportunity and threat of the company,the broad development strategy and the problems in the human resource management system,the thesis designs a new strategic human resource management system.The thesis also makes comparative analysis of the new and original human resource management system from the idea of human resource management,system of application,training of employees,analysis of station, performance management,salary management and the construction of company's culture.The thesis raises the concrete solutions according to the current problems in SMEs' human resource management under the financial crisis.The solutions include,(1) shaping the excellent corporate culture,(2) confirming the scientific stratagem of human resource management,(3) establishing the impersonal and righteous Performance Appraisal System, (4) consummating enterprises' incentive mechanism and(5) establishing logic training mechanism.The result is important for the SMEs in Dongguan in two aspects.(1) It is beneficial for SMEs in Dongguan to improve the resource utilization rate(2)It helps the SMEs in Dongguan to get rid of the dilemma of lacking human talents.The research result has an important role in establishing strategic human resource management system and improving enterprise competition ability of XX company. Concretely,the result can help the company to confirm the strategy of scientific human resource management,to establish the impersonal and righteous Performance Appraisal System,to establish the perfect incentive mechanism,to establish the reasonable training mechanism and so on. |
