In the late 90's, the real estate industry has showed its prosperity to people. Behind more than decade years of prosperity, there are also some hidden problems. The bubble of real estate market has become bigger and bigger, housing prices remain high, over-exploitation and irrational use of land resources have occurred all the time. The more concerns about real estate, the more complaints are made by people. In this situation, the plan of real estate tax reform will be put on the agenda, and called on the introduction of property tax. Property tax is levied on people who possess real estate, and it will be an important part of real estate tax system. Kick off property tax will play a positive role in improving China's real estate tax system.In this paper, I started from analyzing the meaning of property tax, illustrated the benefit tax view and new theory based on the two opposing theoretical basis for property tax, and deep analyzed the problems in tax base, tax calculation basis, structure of tax system, tax collection and economic and social function in current real estate tax system. Analyzed the related tax system of United States, Britain, China, Hong Kong and Japan in possession of real estate, summed up the aspects we can learn from. Targeted the problems in current real estate tax system, kick off time, incidence of taxation, land grant fee, the choice of evaluating institutions and the new or old house policy were discussed. Finally, the property tax performance evaluation system was proposed to be build on from the aspects of reform performance, property tax collection and management performance and staff performance. Related details were also discussed. |
