At present, China has established a basic medical insurance system, which mainly contains basic medical insurance system for urban working people, basic medical insurance for urban residents, and the new rural cooperative medical system. That means these three systems have covered all the urban and rural residents. However, the three basic medical insurance systems run respectively, and they are different in many aspects, such as coverage objects, fund-raising, protection level and management mechanisms, so there is a gap between the systems which is uneven. In addition, the lack of effective convergence mechanisms between the three systems is increasingly unable to meet the needs of the market economy under the conditions of constant flow of labor and personnel identity changes, which lead to not only system unfairness, but also a lack of system efficiency, so the status quo is urgently needed to be changed.In view of this, this paper takes Beijing as a study case, and mainly uses the methods of policy analysis to take the three basic medical insurance systems as research objects. Based on the summarizing of the system convergence theory and practice in several cities. This paper mainly focuses on the interface between the three systems in a comparative perspective. Through comparative analysis of three systems from such four aspects as the coverage, fund-raising, protection level and management mechanisms, it identifies several favorable conditions and major problems for system convergence. Finally, this paper puts forward the interface countermeasures and proposals of the three basic medical insurance systems from basic principles and concrete measures.
