The sufficient and timely levy on social insurance funds is the key to the virtuous circle of the whole social insurance system. It is also important for the people's vital interests.With the increasing population of the aged, the problem should be solved immediately that social insurance funds can't make both ends meet.Under such circumstance, the reinforcement of levy on social insurance funds has been the most important work for the relevant departments in Shanghai.However, because of various reasons, the phenomenon is very common that social insurance is insufficiently paid even evaded.As a result, the cost of recessive levy is high and it has consumed large amounts of manpower and financial capacity.The thesis is based on the statistics gathered by The Shanghai Bureau of Human Resources and Social Security and the Shanghai CMIS of Social Insurance. First, it discusses the phenomenon and the problem of levy on social insurance funds in Shanghai. Second, it estimates and analysizes in details the cost of administration in the process of the dominant and recessive levy on social insurance at present.Last but not least, it reveals the key reasons why the cost of levy on social insurance in Shanghai, especially the cost of the recessive levy on it is high, including the current way of calculating the social insurance base, the way companies declare the social insurance base, the lack of ways the relevant departments levy the social insurance, the imperfect social insurance system and the low cost of the punishment for the companies which evade even owe the social insurance and ect. Meanwhile, it puts forward suggestions and solutions to the problem.
