Outsourcing Strategy Worked In The Department Study

The concept of outsourcing was from business management. Outsourcing model was rated the most important business management concepts and business practices in the past 75 years by" Harvard Business Review", which shows that enterprises gradually regarded outsourcing as an important development strategy in order to gain the competitive advantage. Outsourcing has already become a trend in the modern business world.Since the eighties of the 20th century, along with the rapid development of the globalization and the end of all-round government era, Western countries have launched a new wave of public management reforms. This campaign focuses on using market or quasi-market approach to transform the operation of the Government's operating departments, strengthening the competitiveness of the government work. Introducing the market mechanism in the public service supply section, the marketization and socialization of the government's public service has gradually become the contemporary international trend. Among which, outsourcing is an effective and important form of government's public service marketization.This thesis selects the Customs work as the starting point, and the concrete practice of Nanjing Customs as a case, and utilizes methods of document research case studies,questionnaire,theoretical analysis and so on. It studies the motivation current situation,existing problems and suggestion of using outsourcing strategy in government work especially in customs work. Furthermore, this thesis also conducts an overall analysis of the use of outsourcing strategy in customs work and explores the feasible alternatives of using this strategy, in order to have a theoretical investigation on innovation of the public service supply mechanism. We believe that the use of outsourcing strategy will benefits customs work and also other government departments.
