Supervision And Evaluation System Of The Whole Life Cycle Of The Manufacturing Sector It Projects In Guizhou Province

Since Guizhou province has already set up a special project for manufacturing informationization in the"tenth five-year plan", certain achievements and experience have been obtained through years of development until the current manufacturing informationization project undertaken from the Ministry of Science and Technology in the"11th five-year plan".As an exploration to the management of scientific projects, the manufacturing informationization project that funded by Guizhou Provincial People's Government is proposing to introduce a scientific project management approach to provide guarantee for the implementation of manufacturing informationization project in the"11th five-year plan"in Guizhou.This paper proposes to set up a organizational structure for project management through research on relevant features of governmental manufacturing informationization and draw up certain standards and connotation (viz. scope of the project), discuss a set of scientific management flow and standards for government funded project and provide a more suitable management mode for Guizhou in terms of declaration, project approval, reply, tracing and acceptance and evaluation. Meanwhile, it also aims to provide a reference for the management of Guizhou government funded projects as a whole.Being in the shoes of the officers and experts of Guizhou Manufacturing Informationization Office, this paper makes corresponding discussion regarding the project management in the whole province. Based on the"11th five-year plan", the implementation results and experiences, a scientific and systematic management system is explored and its practicability has been proved from according to actual local conditions. In view of the unique government fund support characteristics and informationization characteristic of Guizhou manufacturing informationization projects, the entire life cycle of the project from planning period, implementing period to commissioning period have been defined and a scientific supervise and evaluate system have been educed. It serves to provide maximum implementing environment for project enterprises, maximally share resources of Guizhou, just and fairly trace the whole processes and monitor the informationization projects of Guizhou, and provides management assistance for other projects supported by government funds.
