Since 1990s, domestic commercial banks have made great progress in Financial Planning, realizing the importance of Financial Planning in perfecting service function and improving profit capability of banks. On the other hand, foreign banks have been trying to share the domestic market, which makes the competition in Financial Planning market become increasingly fierce.To survive among foreign banks and large domestic commercial banks in the environment of economic globalization, the local commercial banks have to make good use of the local advantages and transform the traditional way of gaining profit. Then it was. high time that they developed Financial Planning as the core of the intermediary business.However, at the present stage, apart from the policy of government, the local commercial banks also have other problems which slow down the step of developing Financial Planning business. These problems include a lack of awareness of business development, insufficient capacity of product innovation, low brand effect and backward marketing. To confront the financial crisis, that how to solve those problems and to transform the traditional way of profit growth from the traditional credit-based to Financial Planning-leading is worth considering.This dissertation presents a systematic summary of theories and practices in Financial Planning. Through a comparision with the development conditions of domestic and foreign commercial banks, it makes carefully analysis on the basis of the practical situations of the local commercial banks, as well as consideration into Financial Planning in local commercial banks, and then explores the suggestions and strategies for developing Financial Planning in local commercial banks. This dissertation is divided into five parts. Firstly, it introduces the definition of Financial Planning, as well as how this paper develops. Secondly, it analyzes the development situation of foreign banks in Financial Planning, including the background, current situation and tendency. Then the another's analysis is given to domestic state-owned commercial banks and large joint-stock banks. Fourthly, based on the introduction the development of Financial Planning in local commercial bank, the dissertation presents the promises and threats lying before local commercial bank, and their respective strengths and weaknesses. The last, as a summary, is about suggestions and strategies for developing Financial Planning in local commercial banks.As for the strategy, first, determine to develop and innovate financial product by customer segmentation. Secondly, employ brand effect, open up new marketing methods. Thirdly, focus on risk prevention. Finally, the local government should play a role for developing Financial Planning in local commercial banks.Recently, there is a comprehensive study on Financial Planning of domestic and foreign commercial banks. But for the local commercial banks, the research is insufficient. To become a reference for local commercial banks in developing Financial Planning, this dissertation affords the perspective of sustainable development of local commercial banks, makes study on the development of its Financial Planning, and at last comes up with strategies that submits to their special local environment.In the dissertation, the author puts forward her own perspectives as following:First, Financial Planning of regional commercial banks should be a kind of the local governments'service. That is, the local governments should change their thinking and introduce relevant policies for local commercial banks to develop Financial Planning. Second, the dissertation recommends the, regional commercial banks to achieve sustainable development only by taking the following stratages, nailing down the market and trade orientation based on external marketing environment and self-state, establishing and implementing correct managing stratagem, improving core competition capability on Personal Financial Planning.Third, it offers specific and workable measures as to how to find the industry positioning of Personal Financial Planning, incorporate brand-building considerations into the operation, as well as setting up an environment risk management system.However, due to the limitation of time, the data and materials are not so comprehensive, and then the survey of regional commercial banks is subject to certain geographic restrictions. As for the development of Personal Financial Planning of regional commercial banks, the research is also limited.In the future, the author plans to study thoroughly on regional commercial banks developing Personal Financial Planning, which will put emphasis upon researching sub-regional differences. The survey method is to be used to study the development of the regional commercial banks and the development of Personal Financial Planning, as well as the external marketing environments in different region of China on representative regional commercial banks. And then analysis the survey data with domestic and international literature, summarize what different problems of commercial banks in different geographical regions are facing to develop Personal Financial Planning and propose operational programs for different situations.
