The New Rural Cooperative Medical Fund-raising Problems

Because of poverty, the phnomenon of "bearing when a farmer gets a minor illness, delaying when serious illness, taken into hospital when fatal illness" widely exists in China rural area. According to relative data,41%of the rural population donnot go to see a doctor because of poor economic condition, and 70%of poor families became poor because of diseases. It has become one of the biggest problems in the development of China economy. To resolve this problem, Chinese government launched a pilot project called "New Rural Cooperative Medical Insurance System" from a few places of China, further extending to wide range of China. New Rural Cooperative Medical Insurance System (NCMS for short) is introduced, organized, supported by the central government and local governments. People in countryside decide themselves whether to join in this system or not without compelling. The fund comes from individuals, communities, and government. It is one of the most important contents of CCP'S policies during the process of resolving "Three Issues in Agriculture", constructing harmonious society in new envirnment. As a major concern benifiting people, it is an important part of social insurance in China rural land. This system weighes heavies in improving farmers'health, reducing farmers'burdens, promoting the rural economy, finally ensuring social stability.But fund raising is the main problem when the government put this policy into effect. The complement of NCMS has a bearing on the vital interests of farmers. Adequate and stable source of fund is the important guarantee of the regular operation and development of NCMS. Old rural cooperative medical system failed exactly because of shortage of fund. Drawing on experience of this, the government makes it clear that the fund raiser includes government, communities, individuals, ensuring stability and lasting of fund for NCMS.This thesis will firstly give an analysis of the current situation of fund raising for NCMS. Based on this, it will present a systematic study of fund raising problem of NCMS, refering the operation of this policy in Tongbai County, Henan Province. This research suggests the difficulty of fund raising mainly lies in three points:1 shortage of governmental input; 2 farmers'enthusiasm for fund raising is not high; 3 lack of an effective regulatory mechanisms. Based on the above study, this thesis puts forward countenneasures for fund raising. First, starting from raising method, strengthen the governmental fund raising. Second, conductmulti-channel investment, at the same time, encouging the farms'enthusiasm for individual fund raising. Third, strenghten regularoty mechanisms, establish corresponding laws and regulation system to safeguard the regular operation of NCMS, especially strenghten the supervision of the raising and using of fund in order to reach the target of "enough raising, good management, efficient using of the fund of NCMS. Besides, this paper points out that current possible aim of NCMS is to make farmers afford to take medical care, further solve the problems of poverty or retreat to poverty because of illness. The final target of this thesis is to try to probe a effective method of how to place "New Rural Cooperative Medical Insurance System" on a low cost, high effective, standard, leagal track.
