Since reform and opening up. the reform of the health care service system in China has been gonging to market and commercialization, and the development of medical and health services mainly rely on their own income, with the weakening of government compensation, meaning the relationship between the medical and health services to full competition by the division of labor. competition for resources, pursuing the maximization of economic benefits, so the waste of medical resources. medical costs rise, people are faced with "difficult and expensive" problem, and our health care service system faces serious challenges.In April 2009. State Council issued the "Chinese Communist Part Central Committee and State Council on Deepening the views of medical and health care service system. " which measures proposed to deepen the medical and health care system, and one of them is to improve community-based health services new urban health care service system.
