Since reform and opening up. the reform of the health care service system in China has been gonging to market and commercialization, and the development of medical and health services mainly rely on their own income, with the weakening of government compensation, meaning the relationship between the medical and health services to full competition by the division of labor. competition for resources, pursuing the maximization of economic benefits, so the waste of medical resources. medical costs rise, people are faced with "difficult and expensive" problem, and our health care service system faces serious challenges.In April 2009. State Council issued the "Chinese Communist Part Central Committee and State Council on Deepening the views of medical and health care service system. " which measures proposed to deepen the medical and health care system, and one of them is to improve community-based health services new urban health care service system. To establish a new urban health care service system, it needs to improve community health services continually, take on urban health care services "network at the end" and the health of residents "gatekeeper" role gradually, at the same time to improve the functions and responsibilities of various hospitals to promote the rational flow of medical resources and format the community and hospital health services division of labor cooperation mechanism.This paper is on the analysis of stakeholders in the new urban health care service system, such as the relationship between community health services and hospital, the relationship between health insurance and medical and health services, the relationship between government regulation of health care and other health service system.
