With the new round of medical reform started, the central explicitly called for strengthening the public welfare of public hospitals, improving accessibility of the basic health services, reducing the population burden of medical costs effectively, real releasing the problem of"difficult and expensive to see a doctor". It also called for further improving the medical service system, optimizing the layout and structure, perfecting the functions and responsibilities of various types of hospital, promoting the rational flow of medical resources. This requires public hospitals give consideration to both social and economic benefits. But, currently the public hospitals mainly rely on operating independently to solve the development problems. As the operators'pressure created by self financing, it's non balanced medical resources between public hospitals. Individual development of public hospitals, has been far from meeting the needs of the new health reform. The priorities and difficulties is reforming the public hospitals in this process, it's very important to the new medical reform. Currently, in accordance with the regional health planning requirements, some large hospitals promote the rational flow of health care resources by delegated administration, restructuring and other means. Some domestic and medium-sized general hospital explore ways to reform hospital group through cooperation, mergers, company management and so on. According to certain criteria for the classification, hospital group is divided into vertical-type and lateral-type hospital. There are essential differences in the organizational structure, management and others. So we can be more comprehensive understanding the new role of health reform of the different types of hospital group by researching the two types.In the course of the study, we discovered the unique advantages of group development, as breaking the boundaries between departments and vertical differentiation in health sector, making a more rational allocation of health resources. We should share medical technology , hospital management experience and other resources, play group scale to reduce hospital operating costs. We should play brand-name effect of core hospital, stabilize the hospital personnel to reduce losses. At the environment of the more competitive health care market, people's increasingly requirement medical and health services, we should provide more safe, effective, convenient and affordable medical and health services for the masses to improve the social benefits of hospital.
