The aim of this lesson was to clarify a new health care mode which fit the situation of our nation and the development of medical enterprise and provide an idea and direction for medical system through studying the change of distribution and utility of health care resources, period of single kind disease hospitalization day, hospitalization expenses and the cure rate under two different modes of social medicine and basic medical insurance.In this research, we studied the installment and utility of health care resources and special capital of bureaus of Shanxi province, the change of the constitution of single kind disease in 5 first diseases, 5 kinds sickness hospitalization day, hospitalization expenses and cure rate of in-patients in three 3-rated first grade hospitals.The results showed two phenomena: one was that the expenses of the out-patients lowered 86.6% and in-patients lowered 56.49% when comparing with the social medicine after practicing basic medical insurance. At the same time, there was no change of incidence of disease and cure rate, that means no change of cure effects. The other change was the detachment of medical serviceobjects. The number out-patients and in-patients induced 50.4% and 53.9% respectively. Among them, 19.7% of out-patients turned to 21 other hospitals and 35.9% of in-patients to 14 others.The research indicated that basic medical insurance can achieve preferable social benefits with less investment and good use of medical resources, eradicating the waste of medical resources completely. There was no change of incidence of disease and cure rate and more rational distribution of medical service objects under basic medical insurance. This regulated the deployment and supply-demand relationship of medical resources.The basic medical insurance system not only accord with the status of low-productivity of socialistic primary stage, but also satisfy the people's basic medical needs effectively. It is a new kind of medical mode which will replace traditional social medicine in future. This work provides theoretical references and developing direction for actualizing basic medical insurance system from the point of statistics and epidemiology.
