General Hospital To Deal With Crisis Management For Public Health Emergencies

With the course of economic globalization, the outbreaking event ofpublic health from the various reasons is increasing and is being regardedby the international and national governments.According to the study of background and the analysis of factualproblem, the study of this paper shows that China is facing with seriouschallenge to urgent treatment in the outbreaking event of public health, thatChina has many problems about medical healthcare industry, and thatpolyclinic should undertake the urgent assignment and develop the powerof answering the outbreaking event of public health, based on SARSepidemic situation in Beijing on Spring, 2003.This paper introduces not only the definition, character, category etc.of the outbreaking event of public health and urgent system, but alsomodern theory, lawmaking status and academical subject on crisismanagement in the world.Polyclinic construction of organization and regulation is discussedindividually by two points of view--human resource management andlearning organization—to study the structure and faculty of medicine teamof urgent treatment which is able to cope with the outbreaking event ofpublic health.Polyclinic should establish the urgent plan of preparation before theoccurrence of outbreaking event, and it also can give a quick alarm inadvance and start the urgent plan of preparation in order to implement theurgent treatment. In addition, this paper state the many other urgent supplyand follow-up work of later stage.
