From the angles of politics, sociology and management, through documentary research, comparative analysis and empirical analysis, this paper studies the differences of the emergency system, emergency response system and the legislation that exist between the United States and China when they're dealing with the sudden public health incidents. Based on that, the approach to improve our ability to cope with the sudden public health incident is discussed.This paper consists of two parts: introduction and main body.During the introduction, I briefly discussed the reason of choosing this topic, the range that research covers, the train of thought, the paper's content and structure, the research method, its breakthrough and deficiency.The main body is divided into four chapters: the comparative analysis of the emergency system when dealing with the sudden public health incidents between the United States and China; the comparative analysis of the emergency response system when dealing with the sudden public health incidents between the United States and China; the comparative analysis of the legislation when dealing with the sudden public health incidents between the United States and China; the approach to improve our ability to cope with the domestic sudden public health incidents.Chapter 1: The comparative analysis of the emergency system when dealing with the sudden public health incidents between the United States and China. The public health system of the United States has done a very good preparation and prevention to handle the emergency incidents, so in the event of a sudden incident, various response and rescue work will be taken in an orderly manner. China adopts the central and provincial levels to deal with the public health emergency system. Compared with the United States, China has certain limitations: insanity of the emergency system; strong temporary headquarters and weak command; no influent workflow system and difficult communication.Chapter 2: The comparative analysis of the emergency response system when dealing with the sudden public health incidents between the United States and China. From the angles of the vertical, horizontal and international collaboration to improve the emergency response system, the United States has achieved good results in practice. After the SARS epidemic happened in China, our government has realized the weakness of the public health system, and we planned to complete the large-scale disease control center and the world-class public health system before 2008. Compared with the United States, China's emergency response system still has many problems; meanwhile, the United States' emergency response system is still under development and constant improvement.Chapter 3: The comparative analysis of the legislation when dealing with the sudden public health incidents between the United States and China. In 2002, the United States publicized the "Public Health Safety and Prevention & Respond to Bio-terrorist Act"; after the outbreak of the SARS epidemic in China, our government promulgated the "Emergency Ordinance to the Sudden Public Health Incidents". Aimed at the sudden public health incidents, the United States has established a series of comprehensive bills and formed a mature legal security system. Although our government has promulgated the "Prevention and Treatment of Infectious Diseases Regulations" and the "Emergency Ordinance of the Sudden Public Health Incidents", the details of which are not enough, so we need to further the specific in practice later.Chapter 4: The approach to improve our ability to cope with the sudden public health incidents. The countermeasures mainly incarnate in seven areas: strengthen construction of the public health institutions; strengthen construction of the health and disease prevention information system; strengthen construction of the monitoring and early-warning system of the sudden incidents; strengthen platform construction of emergency response system; strengthen prevention and dominance of the sudden public health incidents; strengthen degree construction of the functional department' mechanism; strengthen cooperation with the international community.
