Longkou City, The New Rural Cooperative Medical Care Pilot Problems And Countermeasures

As a trial region for new model of rural cooperative medical treatment service, Longkou city promoted practice and creation, effectively solved the problem of people's seeking medical treatment services, improved the situation of becoming poor because of illness and returning to poorness due to illness. To improve the new model of rural cooperative medical treatment service, and solve the practical problem at the primary level, the author integrated the methods of literature study, social survey, comparison analysis with investigation, reviewed the emergence and development of rural cooperative medical treatment services, and expounded its basic meaning and principle. On the basis of above methods, the scientific research and summarizing were conducted in the respects of fundraising mechanics, operation mode and regulated management. And also, the analysis was conducted in commercial insurance, speeding up the pace of legislation, integration of urban and rural, which were induced to new model of rural cooperative medical service. With the healthy and rapid development of rural cooperative medical treatment service and the changes of situation, integrated with practice in Longkou, this paper suggest switching from"volunteer participating"to"some degree of enforcing participation".For the subsidiary mode, we should adopt the method of"insuring the serious illness, rural clinic, annual health examination". For the fund management, we should induce commercial insurance. The suggestions and advices from primary level can accelerate the legislation pace to provide the reliable legal warranty for the sustainable development for the new model of rural cooperative medical service.
