The American economy grew very rapidly since the end of World War II to the late of 1960s,which brought " a golden time" in American History. But in the 1970s American economy underwent repeated recessions, underlying which was economic stagnation and inflation because of the changes of international environment, and the economic policies of American government. American federal government made a lot of efforts to conquer the difficulty of cyclical unemployment and inflation. So the government revised its policy regarding government training and employment system. With the coming of the Emergency Employment Act of 1971 and Comprehensive Employment and Training Act of 1973 the employment system completed a dramatic turn, which became the basis of employment policies of 1980s.The thesis is composed of preface, text, conclusion and appendix.Part one introduces the formulation and characteristics of employment and training policies in the 1970s.Part two analyses the changes and characteristics in government policies.Part three explores the decisive factors affecting the employment and training policies.Part four introduces the useful effects and problems when the policies were implemented.The conclusion part summarizes the whole paper and draws a conclusion that the American federal system is ineffective when dealing with various complex social problems.
