As an important component of Learning Strategy, the communicative strategy has a great significance in the training of communicative competence. The Oral English Communicative Strategies (OECS) is an important component of Oral English Communicative Competence (OECC). This paper has made a Questionnaire survey on the OECS of college students and basing his research on the results of the Questionnaire survey and corresponding theories, the writer randomly chose one of the two English conversational classes as experimental class and developed their OECC. The results are shown as follows: 1. The factors "grade" and "major" have an interactive effect for college students' preferences for OECS; 2. The factor "grade" has a main effect on college students' preferences for OECS, but the factor "major" has no independent main effect on their preferences for Avoidance Strategy while affecting their preference for Achievement Strategy significantly; 3. The factor "sex" has no significant effect on either Avoidance Strategy or Achievement Strategy; 4. The developing of college students' consciously using OECS can greatly improve their OECC; 5. The difference in "grade" among college students is an important variable affecting the training effects of their OECS, while "major" and "sex" have no significant effect.
