Based on this theory, this paper define the science ethics as the property and character contained in the scientific creative activities and scientific production, and it is the longing from"man"to"man"through science and technology. To further study, this paper explore the two characteristics of science ethics: the transform aspect according to the universal and regional unification, and the conflict aspect according to the clashing and harmonious unification.Part two fully explain the ethical issues referring to the scientific technical activities. From the outspread of the scientific creative discourse, in every tache, it is not only aimful but also optional , therefore it has profound ethical relationship between people initially. Seeing from the scientific appliance, both the cognition activities and the practical activities are all aiming at people's need, including the spiritual and the material satisfaction. Scientific activities are applied in the practice are very useful both mentally and physically. In that meaning, scientific production finds explanation in cognition area; it's appliance create wealth and makes people happy, which obviously states kind of ethnical pursuit. From the scientific valuation, it is a conscious-ness action directly and indirectly to the designer, object, science and technology community, nationality even the human hood, so it is also a ethical activity with important good and evil meaning.Part three mainly explores the four basic principles of science and technology ethics. Humanism Principle requires people to respect and maintain the health and safety of human being during the course of the research and application of science and technology. Personality and dignity should be respected, and scientific knowledge and methods should be used to help people achieve their ideals and gain overall development. The Principle for Human Welfare means the staff who work on the scientific activities should be responsible for the ideal aim of manhood. The Principle of Justice requires people to meet the basic demands of the research fellows in scientific research resources. Social acknowledgement and rewards should match their scientific research achievement. The developing principles express such a routine: all the scientific staff should contribute to the smoothly development of his own career. Not only the leading creative staff but also the appliers and the estimators should apply all those principles to his own scientific activities.
