This article focuses on the Phenomenon of Flippancy and Flattering Plebeian of TV, being a typical representative of the mass media. The author bases the analysis on the dialectical relationship between Marxist productivity and superstructure. On the basis of productivity and the characteristics of TV, the author discusses about the mass media, the rise of fawning on vulgarity of TV, The author believes that, the reason for the rise of the fawning on vulgarity is the improve of the quality of people because of material life. This leads to the prevalence of arts appreciation, the deepening of the level of consumer society, the prevalence of arts in the society and the commercialization and industrialization of arts have caused the nature of arts to change in order to attract more audiences. At the same time, the author bases on the following aspects of TV and film : All-round commercialism of arts, socialism, artistic quality and technicality, to briefly discuss about the inevitability of the Phenomenon of Flippancy and Flattering Plebeian and analyzed the Phenomenon of Flippancy and Flattering Plebeian in Drama, documentary and. The author believes that the Phenomenon of Flippancy and Flattering Plebeian is inevitable and we should correctly understand and use it in scientific way. Besides, the author thinks that, the Phenomenon of Flippancy and Flattering Plebeian provides a means for innovation and provides a train of thought for the elite culture and mainstream culture. Also, the author believes that, the revolution of TV system and the deepening of correctness and the use of science to achieve the enhancement of propagation of elite culture and to realize the better popularize the mainstream ideology.
