In the last few dacades , child Behavioral and emotional problems became more and more critical among parents, techers, and society, and studies showed that the rate of child behavioral probems increased by the year. Wangyufen's study on primary school students in Beijing showed that the rate of child behavioral problems increased from 8.3% to 10.8% during 1985 to 1993, while Wangyang's study on students from grade 1 to grade 5 in 2006 showed that the rate of child behavioral probems was 14.35%, and In 2007, a study in Haerbin showed that the rate of behavioral problems on school children was 19.7%. In our country, more than a hundrand medical professions joined in the research "ten major behavioral problems in preschool children" in 2004, and pointed out that attention deviation, carping at food, hyperactivity and exessive attenchemt are the most critical problems. Meanwhile, numbers of scholars have pointed out that behavioral problems on preschool children may bring negative influences on children's school performance, job employment and their normal life, and even become anti-social behaviors. So research on child behavioral problems and their causations and the methods to improve and correct the problems are one of the most significant tasts for educational, spychological and medical fields.Presently studies on child behavioral problems in our country are mainly fastened on children 4-16 years old, and the studies for 2-3 years olds are very few even just some epidemiological investigations and reports. However 0-3years is the key periods for the children to develop secure attachment with their parents or other fosters, and most of the time they stay home with their family members, so family environments especially the mental environments of family are very important for the children's mental and behavioral developments. This text try to research into the relationships beweem family environments especially mental environments in families and the behavioral problems in 2-3 years olds through quantity and quality methods, which in order to help parents make their forster manners more scientific and their children's living environments much healther and even do some help for guarding against or cure children's behavioral problems.In this text behavioral problems in 2-3years olds were studied using Child Behavior Checklist for Ages 2-3 (CBCL/2-3) ,and mental environments of family were checked using Family Environments Scale Manual (Chinese version)(FES—CV). Base on the questionnaires, parents of children with behavioral problems were interviewed in order to analyse family environmental effects on behavioral problems in 2-3years olds. After a series of investigations, interviews, data collecting and analysis, the results as following:1, the rate (14.29%) of behavioral problems in 2-3 years olds in this study was much higer than model-the rate (7.46%) of behavioral problems in all the 2-3 years olds in our country in 2003, but the rates of some syndrome scales and and their mean scores such as Depressed, Somatic Problems, Externalizing and Total problems are significantly higher than model.2, there were sex differences in behavioral problems: boys scored significantly higher on Aggressive, Destructive and Externalizing scale than girs.3, child behavioral problems are related to family environments : except Achievement Orientation and Active-Recreational Oriention, the rest five scales of mental environments all have significant effects on one or more behavior problems. The quality research also suggest that parents' characters and their child-rearing manners play important roles on child behavioral problems.
