In academia, the American Ethnic Studies become more and more hot. Both black and Indian have naturally become the object of attention and study, through rich and in-depth follow previous research. U.S. government's black and the Indian policy will be the research object of this article, the process of focusing on the reasons, process and impact of the three aspects of the two ethnic comparative study of the macro policy, and I think the U.S. racial problem stems from white racism and the mainstream group interests.This article is divided into five main parts:Chapter I: During the colonial period, this chapter introduces Britain and other colonial powers in North America carried out blacks and Indians of colonial policy and the evolution of the policy, I believe that in the first half of the 19th century one of the sources of the isolation policy is implemented by the colonial government ethnic policy.Chapter II: From the causes of segregation policy, the policy of segregation analysis of the causes, I believe that since the early 19th century, relations between blacks and whites have been tense, included Indians and white .and white racism has spread to the entire North American society, these two common reasons led to the birth of the isolation policy.
