Reinforcement Theory In The Process Of Public Sector Senior Management Activities

With the current development of globalization and information technology, new social relations and social structures are constantly developing and changing. As the result, the theory and practice of the contemporary market economy country are facing new challenges and opportunities. How to based on the changing fact of the public administration in the contemporary China, focus on the current condition of the public administration in the transition of China, study on new situations new problems and new trends, lead in new research method, establish and improve management theory system which can match the practice of public management and the form of public administration theory in our country, is becoming the new target of the public administration research in the new situation.In the field of management theory, Skinner's reinforcement theory is unique. Skinner's reinforcement theory is based on the strengthen principles of study, and is to comprehend and correct people's action. Based on this theory, Skinner thought that people's action can be shaped, and the method of shaping can be carried out by strengthening. The effect of strengthening can be affected by the selection of the reinforcement's types, selection of the schedule of reinforcement, and the arrangement of the reinforcement's program. The effect of reinforcement can not depend on whether there are reinforcers or the reinforcer's size, but on the relationship between the reinforcer and the action, and can be adjust by controlling the strength and frequency of strengthening. As one of the famous American psychologists, Skinner introduced the scientific method into the milestone position of psychology.Top management of public sector is a social process of realizing the set target of the whole society. The project and policy of top management activity and the management and research of the organization and control process is the issue which has already been fermenting and is tending to mature in the practice of public management. Using a systematic and comprehensive study of reinforcement theory and mechanism, and based on the discipline and feature of the affection of public management activities in different stage and different level, this paper apply the reinforcement theory to the control process of top management activity of public management department exploratively, and provide a theoretical basis to establish the scientific concept of public management and to improve the capacity of public administration.
