On The Philosophical Dimensions Of Public Administration

With the development of theory and practice of public administration, the philosophy dimension of public administration have gained increasing concern.The philosophy dimension of public administration, that is administrative philosophy, is the logistic system of the basic epistemology,the precondition of methodology and fundamentality standpoint about public administration.For the theory and practice of public administration, administrative civilization development and administrative reforming has an important role in guiding and methodology, the correct grasp of the philosophy of public administration dimension, a deep understanding of the inner series of basic questions of public administration, for the public development and deepening of administrative theory, for public administration disciplines for the mature and perfect,for the public administration to promote and facilitate the practice, have an extremely important value.Therefore it is the building of a public administration theory with a fundamental important issue.In this paper, a comprehensive review and a brief assessment of the West and China's both administrative philosophy and research achievements, to Marxist philosophy and structure of the principles of Marxist philosophy as a theoretical guidance, integrated use of reflection and criticism, deconstruction and architecture, classification, and comparison of research methods, according to logical starting point to the basic content of the principal contradiction to the content system to logic of the end of the system thinking executive of Philosophy System of theoretical thinking on issues. I believe that the Chief of Marxist philosophy is based on the fundamental guiding philosophy surrounding the administrative body and administrative object basic contradiction. The subject orientation to the philosophy of public administration is application philosophy,is the intercross subject of administration and philosphy.The begining of the philosophy of administration is the administrative behavior, administrative main body and adminisative object is it's mostly contradiction, run through all time of philosphy administration.It reveals the areas of administrative theory and administrative activities,one side,conceived the system of content,focus on the relationship between subject and object of administration,reveal the nature of administrative activities,identify the issues affecting the basic scope of administrative activities to explain the dynamic development of the law of public administration;On the other hand,from the "administrative body-the Chief guest-administrative activities" constituted the basic structure of the administrative philosophy, proceeding to explore the most fundamental question of Administrative Sciences,answer what the administration is,the executive in the human assumption adn the value orientation of public administration;Finally by the two thread together as a whole will rise to the Chief Executive of philosophy at the highest level of aesthetics.At the same time, Western administrative philosophy and traditional Chinese philosophy in the administration of the discipline of philosophy is also an important part of the administrative system. To enrich and expand the administrative disciplinary system of philosophy has a positive meaning, it would add to the administrative philosophy of history and comparative administrative philosophy.Epistemology as the basis and methodology of public administration premises, administrative philosophy and administrative measures need to be explored.Due to space constraints, this article is more focused on research areas of administrative philosophy, a systematic, comprehensive display of it,the study focused on selected sections of the administrative activities of public administration in the areas of power and interests of philosophical reflection, public administration, the three most basic assumption of human nature issues discussed.System of administrative discipline of philosophy is different from the general issues of public administration in the field of research, drafting, when necessary to have a coherent internal logic as a theoretical support.The innovation of this paper is to use structural principles of Marxist philosophy, administrative theory and administrative practice of deconstruction activities, by exploring one of the basic elements of the logic behind the link, re-structure of administrative philosophy and theoretical framework of system and conclusions based on interpretation of administrative activities in the real issues, in order to achieve standards of research and empirical research unity.
