Values, Of Mao's Democratic Administration Thinking And Contemporary Public Administration Reform

Since the founding of China especially since the reform and opening up, a number of administrative reforms have been carried out. Despite these reforms to varying degrees, on improving the administrative system in China had a positive impact, playing a promoting economic growth and stability in the role of social life, but did not fully achieve the desired results, and there are still many problems, such as " government-based "administrative system, transformation of government functions, the Government has a dual role conflicts.Mao Zedong's idea of democratic administration is a useful exploration based on China's national conditions of democracy-building. Mao Zedong's democratic administration thought based on characteristics of the people, which contains the core values, especially his "serving the people" idea to promote today's democratic politics and public administration reform is still of great significance.In this paper, the study of Mao Zedong's idea of democratic administration and the analysis of the value of China public administration reform summarized the value orientation of public administration reform should be to serve the people and to establish a citizen-centric service-oriented government. It then describes how to use Mao Zedong's idea of democratic administration to build service-oriented government, such as by changing the "government-based" administrative system and improve the people-oriented administrative system, shaping the administrative concept of serving the people, standardize administrative actions to safeguard interests of the masses to overcome the bureaucratic ideology and other measures, and ultimately achieving the promotion of contemporary Chinese public administration reform purposes.The research of Mao Zedong's idea of democratic administration has always been an important topic in academia, but linked to the study of public administration reform are not many, this article studies Mao Zedong's ideology of democratic administration from the perspective of public administration reform in contemporary China, first to rich the research of Mao Zedong's thought of democratic administration, and second, by exploring ideas of Mao Zedong's democratic administration of public administration reform in contemporary China as reference values of significance to deepen the reform of China's Public Administration Research on levels of value orientation.In building a harmonious society and implementing the scientific concept of development thinking under the guidance of the reform of public administration in contemporary China, I believe that we should use the democratic administration of Mao Zedong thought, essence, strengthen the building of democracy, deepen the reform of public administration.
