Perspective Of Institutional Change, Contemporary Chinese Independent Commission Against Supervision System,

Corruption is an ancient and serious topic, because it can not be completely managed no matter in which country, which period and which social system. During the course of the struggle that countries constantly fight against with various corruptions, some successfully established an efficient anti-corruptions system and laid a good foundation to the healthy development of their economic and culture, some are still persecuted by the flood of corruption, plunged the country into political and economic chaos. Corruption brought social stratification, further poverty to vulnerable, lack of state fair sense of justice, depravation of social values, even the rampant of the dark force. From the point of view about the conditions of contemporary China, whether corruption can be completely managed is a big stake that is an ordeal to the ruling ability of the political party, a balance of the relations of different social classes, and a demonstration of fairness and justice. From the national situation, to build a clean-fingered supervision institutional system with Chinese characteristics is becoming an imperative thing.The article is divided into four chapters. It combines with the achievements that scholars at home and abroad research on corruption, uses the methods that integrate comparison, interpretation and induction, also practice surveying, bases; on the deficiencies that exist in the construction of China contemporary clean-fingered supervision system, proposes some recommendations that about completing the contemporary clean-fingered supervision system of our country. The first chapter analyzes the background of the topic and proposes the related concepts and research ideas of the article. The second chapter bases on the point of view of the clean-fingered supervision system's construction orbit of the feudal dynasties in Chinese history and the communists after the founding of new China which is based on the point of view of system changes. The third chapter aims at the deficiencies of contemporary clean-fingered supervision system and gives some advices that bases on the author's research of the local public sector; the article does an attribution analysis to the corruption issue and summarizes the roots that corruptions come from. The forth chapter aims at the deficiencies of China's contemporary clean-fingered supervision system proposes some facile advices as follow:push the development of political party's standard system to national standard system, strengthen the transparency of the course about the power's operation, and improve the breadth and depth that citizens participate in supervision, standardize the rigor and operation of the law and accelerate the legislative process. It is necessary to strengthen the dominant position of the three departments of disciplinary committee, anti-corruption bureau and supervision bureau during the anti-corruption work, and promote the freedom of expression and publication, let the government to hear where the people's voice is all time.
