Shaanxi Province, The Local Administrative Costs Empirical Research

Since the government emerged, its scale has been expanding and this expansion will continue. Especially after the industrialization process which is triggered by the Industrial Revolution, all countries are facing problems of government expansion and organization inflated. This caused low administrative efficiency of the government administration, the rent-seeking, corruption and the oversize of fiscal deficit. With the integration of the world economy, in the late 1970s, Britain and the United States took the lead in "the new public management movement" which was aimed at reducing administrative costs, curtailing the government scale and improving administrative efficiency. Then this movement spread gradually to other countries. Meanwhile this government reengineering exercise influenced China. Since the reform and opening up in 1978, the government of China has reformed administrative system for many times. This kind of reform has always incorporated "lower administrative costs, streamline the government organs" into its thought and idea. The short result of every reform is good, but the long substantive result is not good.The introduction of this essay is an independent chapter. We will put five times restructuring of government institutions as background, serve the government administrative cost as a starting point, define the concept of administrative expenses and statistical caliber, review some research achievements. In the second chapter, I investigate the history and current situation of local government administrative expenses in Shaanxi province. By contrast another province in western part of China, estimate the condition of local government administrative expenses and analysis the reason. In the third and fourth chapter, I contrast some sample local governments administrative expenses. The sample comes from the middle and western parts of China. Analysis the reasons of the differences in administrative costs and the dependency between region, the population scale, the income levels, consumption levels, the level of economic development, the degree of social security and administrative costs separately. Then have a main idea of the level of Shaanxi local government administrative expenses in China. In Chapter 5,I list some cases of local government administration spending, such as country government and village government. In last chapter, sum up the whole thesis and give a brief analysis about the lever of Shaanxi local government administrative costs.
