After entering the information society, the world is moving further toward political multi-polarization and economic globalization, knowledge integrates. The world is always changing and people can solve the problem in long-term and wide view. Under the influence of "investment in human capital", "life long education" and other modern concepts of human resource development, how to improve the quality of civil servants has attracted the great attention of the world.To some extent, management level and the working efficiency are determined by the capability of civil servant, which has an effect on achieving national strategic end and deciding the outcome of the international competition. As the main body of the civil servants, grassroots civil servants have communicate with the masses and serve the masses face to face. They are regarded as not only the executors of guidelines and policies of our party but also the law and regulation of our country, whose ability quality and working attitude have a close bearing on the establishing the image of our Party and government in the eyes of people, affecting implementation of decision-making and deployment made by our Party and government.In order to change the organization style, improve the administrative efficiency and optimize the economic development, we must pay special attention to the ability building of grass-roots civil servant. By means of strengthening training aimed to grass-roots civil servants, developing latent energy, giving full play to one's initiative, encouragement and communication, the government supply human resources who can serve government, be responsible for government, promote government efficiency and make government incorrupt.Therefore, training is one of the most effective ways to improve the quality of civil servant and the government work performance. Chapter One mainly states the research background, significance of the research, the theory of international civil servant training and the definition of the concepts; Chapter Two takes a review of the civil servant training and the revelation of the grass-root civil servant training; Chapter Three, mainly analyzes the civil servant training of Hongsibu, and puts forward some problems of Chinese grass-root civil servant training; Chapter Four, the author puts forward some suggestions on how to perfect the training system in China's future work from a problem-solving perspective. Chapter Five aims to draw a conclusion of the whole thesis.
