Grassroots Political Power Under The Perspective Of Local Governance Study

Local Governance is a process which is responds to local public issues and to complete and implement the reform and development of common public services and social affairs management, relying on a network system including government organizations, private organizations, social organizations and civil organizations etc in the geographical space of multi-level compound which is close to civic life. Grassroots political power construction consists of the grassroots political organization's construction and various construction related to political construction in this area. Local governance and grassroots power construction are currently the hotspots in academic research, but few scholars research it by the combination of the two. This paper argues that for grassroots political power, providing high-quality public service is the basic way of local governance, ensuring the implementation of public participation is the basic demands of local governance, to achieve good governance is the ultimate vision of local governance and grassroots power construction. Based on the above assumptions, combination with the research data in H town, the writer thinks that the dilemma faced by local governance and grassroots power construction include the damage to public services because of the power transition, the mechanism missing which is leading to the difficulty for the public participation, and the destruction to achieve good governance goals because of the weakness of grassroots political power. The reasons leading to such conditions contain the unreasonable segmentation of grassroots regime, with the lack of supervision to power, the unperfected participation mechanism, the less financial power compared with the more services authority, the lack of the scientific cadre appointed and incentive mechanism, and the missing of the integrity. To achieve good governance, the government need to clarity functions and strengthen the supervision of public power to provide better public services, improve the system of democratic participation, and rectify the current situation of finance, personnel and integrity.
