Notarization is a legal activity to be performed at the request of natural person, legal person or other institution and in line with statutory procedures for the purpose of authenticating the truthfulness and lawfulness of facts and documents in respect of civil acts with legal significance. It is a preventive legal measure which serves to help prevent dispute, avoid occurrence of lawbreaking, save litigations, provide legal certification and safeguard the correct enforcement of the state laws. The enactment of "Notarization Law of the People's Republic of China" in 2006 has brought a good opportunity for the development of notarization business in China. However we are also confronted with various problems in the process of notarization growth. How to deal with those problems and ensure a better development of notarization business remains a task lying in front of us notaries.
