New Communist Party Of China Voting System Reform And Development

Vote-deciding system is explored and formed in practice for a party decision model of the Communist Party of China, different from the discussion-deciding system, also different from other deciding system like intra-party long-standing clapping hands and voice voting, thought of as a "significant breakthrough of intra-party democracy", plays an important role in the new period for democracy construction and is also called intra-party democracy "propeller".The Paper , which is divided into four parts, begins with the analysis of the concept of voting system, focuses on the core content, vote-deciding system and its relationship with intra-party democracy of the new period and details the reform and develope it.The first part, this paper firstly analyses three basic concepts, voting, elections and democracy. From the core concepts of modern democratic politics leading to the concept of ballot, analysing the meaning on At the operational level and the theoretical level. At the same time, this paper studies its characteristics from the perspective of majority rule and secret ballot and gives a study on the practicing course of vote deciding system.The second part gives a brief analysis of its positive affect on promoting the decision-making democracy within the party, which is mainly materialized in development of democratical and scientifical decision-making model, developing new party members , cadres appointment, maintaining advanced and purity, and also taken as the new measures of deepening reform of the cadre and personnel system.The third part integrating with practice points the deficiencies of vote deciding system out. they are centered on inadequacy in institution and system building, the party's collective leadership system in practice leading to excessive concentration of power, and focusing on party committees (party secretary first), and ultimately result in a "mouthpiece",which is serious, intra-party supervision system is not perfect, the power structure within the party, the Party Committee and the party represents and the congress appears upside down, causing power monitoring not in place. In addition, the vote deciding system in decomposition, distribution and balance of the intra-party power has not performance well like it should have, so that it can not truly realize the effective supervision. Coupled with the vote deciding system's imperfection on specific procedures and methods, the system still does not effectively achieve the fairness of procedures and regulations.The fourth part, in the view of the problems existing in the system, strengthening the construction of regulation related, improving the operative procedures and methods, especially strengthen local party committees'power allocation and supervision to make the system work effectively. Specifically, to uphold and improve democratic centralism, introduce consultation system, perfect the relevant regulations, improve the local party committees voting-deciding system, establish leading major decision-making responsibility system, improve intra-party supervision system, ensure effective supervision and implementation, improve the operating procedures and methods, and all of that is in order to make the vote deciding system process impartially.Finally, the summary of proposed voting system is a good model for intra-party democracy and the choice of the development of democracy within the party, in term of the applicable matters,applicable levels and scope. From the practicing form of democratical politics, developing intra-party democracy ,to combine the system with the consultancy system can be seen as the innovation path to democratic political development, which is an important conclusion of this article.
