The development issue of ethnic minority area in the western part of China has always caught attention from the related and it is a difficulty for both government and the party in power. Today in 21st century, the development issue of ethnic minority area in the western part of China is closely connected with other problems such as ethnic minority problem, participation and local governance. How to solve this problem and lead to good governance has become a challenge which the ruling party and government should confront with. Admittedly, the transformation of governing idea comes first in the development issue of ethnic minority area. Only if the ruling party transforms its governing idea will it lead to the overall development of ethnic minority area. In the past few years, there is a historic change of Chinese government's governing idea. Based on this, the development issue of ethnic minority area then transforms to the issue of governing means or governing model option.Based on the logic mentioned above, this thesis recalls all the governing policies in ethnic minority areas since 1949, especially focuses on the practice of regional autonomy of ethnic minorities and villagers' autonomy in ethnic minority area. In addition, this thesis compares the practice of governing models---traditional governing model and participatory model. The comprehensive comparison reveals that the policy of regional autonomy of ethnic minorities, mainly from a macroscopic perspective solves the issue of decentralization between central government and regions of regional autonomy of ethnic minorities in a multinational country. To let ethnic minority people to make their own decisions about local affairs does not mean there is a specific rule about the governing model. Thus, the governing model has no characteristics about ethnic autonomy. At the end of 1980s, villagers'autonomy was brought to in ethnic autonomy areas. This policy attempts to design regional governing model from a microscopic perspective. The designer of this policy expects to overcome the disadvantages of traditional governing model and to promote the rural area development through villagers'autonomy model such as democratic election, democratic decision, democratic management and democratic supervision. This policy has been practicing for more than twenty years and it has achieved some historic progress. Yet, it is still hard to realize the designer's original ideal due to all kinds of limitations. Via comparing and analyzing, the transformation from traditional model to villagers'autonomy has, to a certain extent, ignored not only the situation of rural areas of ethnic minority area--- villagers lack autonomous ability and skill; rural areas are short of necessary equipment and so on, but also the intervening inertia before the transformation of the functions of local government. Research shows that participatory model is actually a kind of co-governing model of multi-parts. This model, not only overcomes the disadvantages of traditional model but is also in accordance with the requirement of modern political civilization in China. And this model is an alternative for promoting economic booming in ethnic minority areas, political development and social progress.
