Citizens can develop and improve the concept of rule when excluding objective and unfavorable factors, making citizens obtain more positive guide. Meanwhile, the exercise of citizens'concept of rule is the core of the nation's construction. The realization of a state with an adequate legal system first depends on social members---citizens take the rule as their ways of behavior. Laws need people to improve their concept to become the power of creating life and developing society.Recently, with the development of the policy of opening to the world, the process and the concept of rule has been greatly improved. Under the guidance of legality, citizens'behaviors have made a great progress. However, due to the reasons of low economical development and high illiteracy, the present situation is not ideal. The absence of legal environment and legal concept makes rural development difficult.At the time of the improvement of Chinese legal system, the analysis of the peasants'concept can guide the peasants'behaviors involving social activity, and the coordination of the relationship between legality and legal act, and the evaluation of legal work based on investigation are important. The author in the thesis analyzes the present situation of peasants'concept of rule, the acceptance of law and formation ways of the concept, the practical need of the law. The author also evaluates the effect of the legal work and analyzes the relationship between the conception and the act. Meanwhile, it is necessary to explore the effective methods of promoting the concept and strengthen legal education and effects.
