Service Quality Of Civil Servants In The Government Perspective Study

With the high speed development of our country economy and social, and the deepening of the reform of the administrative system, government management mode, administrative concept and mechanism are changing unobtrusively and imperceptibly, as the new ruling concept service-oriented government is the goal and method of our government reform, and one of the important contents of building a service-oriented government is to create a high-quality civil service. Civil servants, as government staff,which represents the image of the government, and whose ability decides the efficiency of government management. Their level of quality is directly related to the overall level of cadre troop and the success and failure of our China's socialist.Comrade Hu Jintao pointed out explicitly at the 17th NPC conference that we need to speed up the construction of service-oriented government, which putted forward higher request to the quality of our country civil servants. Therefore, how to cultivate and improve overall quality, and how to faster and better to build a service-oriented government is particularly important. From the perspective of building a service-oriented government, this paper firstly discuss the quality that civil servants should cultivate and have. According to the characteristics of service-oriented government, and it puts forward the civil service should have six consciousness, such as people-oriented consciousness, legal consciousness, responsibility consciousness, credit consciousness, efficiency consciousness and innovation consciousness; Secondly, this paper analyzes the challenges in the construction of service-oriented which civil servants faced. And points out the problems of current our country civil servants quality, analyzed the causes of the existing problem, which including traditional administrative culture and the flaws of system and structure to effect the promotion of the civil service quality. In the end, to enhance the quality of our country civil servants, this paper attempts to put forward countermeasures from the following four aspects, such as strengthening their own quality, establishing the administration view in line with the service-oriented government construction, consummating the civil service system, and perfecting the civil service mechanism.
