Public Service Capacity Building Of Local Government Research

To enhance of the local governments'ability in public service, is one of the most important issues in the area of the modern local governments'governing. In order to break through the problem, it needs a logical description and analysis of the current situation about the local governments'ability in public service. The local governments'ability in public service means the local governments are able to response and satisfy the public needs effectively, and have ability or power in the process of providing the corresponding public service. The ability or power is where the rationality, the validity and the social cohesion of the local governments'institution arranging come from, which's core is embodied by the public's evaluation to the local governments'response of their administrative behaviors in public service.In the 30 years since 1978 Reform, Chinese local governments utilize the market system to inspire the people's desire to fortune. However, the public's happiness does not enhance as the life becomes wealthy, and the gap between the poor and the rich is enlarging more. The public only realized creating the wealth equally in opportunities and rules through the market. But now, it needs a well-operating and outcome-equity-oriented institution to regulate the interest reallocating. In now phase, the government system in public service should became the mechanism which aims at satisfying the public needs, and bases at ensuring the outcome equity, to reallocate the social wealth.As known to all,our local governments'ability building in public service exhibits individuation in operating model, in the context of the 5 years practice in building the service governments. And under the presupposing of finite-rationality and limit-resource, the local governments'ability building has a same action that is enhancing the responsiveness to the public interest needs continually, and structuring the public service institution which formed by the government, the market and the society gradually, under the existed restricted conditions. Based on the understanding above, this article cuts in three macro-variables----the evolvement of the public interest needs, the government responsive system to the public interest needs, and the providing system to the public service, combines the case of"Chengdu's standardized service government building"to analyze the logical of the operating system of the local governments'ability in public service, finds out the problems in the current process of building the local governments'ability in public service, and designs a service-providing system to respond effectively to different public preference, which could enable the government basing on different public interest needs to offer different service-packs and diversified providing-channels. Furthermore, it helps innovating its public service function and enhancing its public service ability.
